What Is The Progressive Safe System for DVS 2024

Transport for London (TFL) is now proposing a significant upgrade to the existing Direct Vision Standard (DVS) ‘Safe System.’ This upgraded system is known as the Progressive Safe System (PSS) DVS 2024 and is scheduled for implementation starting October 2024.

Starting from October 28, 2024, Heavy Goods Vehicles (HGVs) with safety ratings falling below three stars will be required to incorporate the Progressive Safe System. For further information regarding the impending Direct Vision Standard 2024, please refer to our technical details below.

When do I need to have the DVS 2024 Progressive Safe System (PSS) Fitted?

Starting in October 2024, if your Heavy Goods Vehicles (HGVs) weigh over 12T and have a safety rating of 3 stars or lower. To operate in Greater London, a DVS Progressive Safe System is required for a Safety Permit, enabling legal travel within the area. Transport for London (TfL) recently concluded a public consultation on the Direct Vision Standard (DVS) for 2024 and the proposed specifications for the Progressive Safe System. Permits granted after October 2024 will be valid for 10 years.

This is the first step to establish what equipment you will require. You can contact your vehicle manufacturer, or simply send us a fleet list and we’ll complete this work for you free of charge.

Detailed Requirements For The Progressive Safe System (PSS) in 2024

Equipment fitted to your vehicle as part of meeting the PSS must comply with the specification set out here.

Operators must ensure that their equipment for indirect vision, including Blind Spot & Moving Off Information Systems (MOIS), is fully operational. Both sensor systems must meet the performance requirements in the accompanying PSS technical specifications. This is available online at Direct Vision Standard and HGV Safety Permit

Regardless of whether mirrors are already fitted, install a camera monitoring system to eliminate blind spots on the nearside of the vehicle. Position in-cab monitors near a window edge or existing mirror location to minimize driver distraction. A mirror replacement camera system may serve as an alternative to fitting Class V and VI mirrors.

Additionally, a mirror replacement camera system can be used as an alternative to fitting Class V and VI mirrors. Monitors intended solely for displaying blind spots related to low-speed maneuvering may deactivate at speeds above 20mph.

Note that the installation of this camera monitoring system and the BSIS system, is optional and not currently required to conform to the new PSS legislation. While it offers a valuable solution for eliminating all nearside blind spots, compliance is not mandatory.

To ensure comprehensive coverage along the nearside of the vehicle, install blind spot information systems. These sensors should not activate in response to stationary vehicles or roadside furniture unless a collision is imminent.

For articulated vehicles, position sensors strategically on the tractor unit to provide sufficient nearside coverage without triggering by the trailer itself. These sensors should enable detection within the defined zone, including areas adjacent to a semi-trailer. Tailor the specific implementation to what works best for the technology supplier and the vehicle operator.

Blind spot information systems are required to be installed in the vehicle to ensure comprehensive coverage along the nearside of the vehicle. It is essential that these sensors do not activate in response to stationary vehicles or roadside furniture unless a collision is imminent.

For articulated vehicles, sensors must be strategically positioned on the tractor unit to offer sufficient coverage of the nearside without being triggered by the trailer itself. These sensors should enable detection within the defined zone, including areas adjacent to a semi-trailer. The specific implementation can be tailored to what works best for the technology supplier and the vehicle operator.

 

Mandated vehicles must have audible warning equipment to alert nearby pedestrians, cyclists, and other road users of turning manoeuvres. The volume of this warning, measured at a one-meter distance from the sounder, should range from 65 to 88 decibels/dB(A).

Operators are encouraged to install an audible warning system combining spoken warnings and white noise. Ideally, such devices should require minimal driver intervention and include a manual on/off switch for use between 23:30 and 07:00.

For left-hand drive vehicles, fitting an audible vehicle manoeuvring warning is imperative to alert pedestrians and cyclists during right turns.

Display warning signage on the rear of the Rigid Vehicle & any trailer unit in use, not the front tractor unit.

Design the signage to warn people walking and cycling of the hazards posed when near the vehicle.

Ensure the signage is not offensive or does not give instructional advice to people walking and cycling. The text point size must be legible to a cyclist or pedestrian at a reasonable distance from the vehicle.

Use signage of at least A3 size.

The map displayed below illustrates the geographical region within London where the DVS (Direct Vision Standard) regulation is presently in effect. It’s important to note that this regulation is applicable to all vehicles exceeding a weight of 12 tonnes. Irrespective of origin, whether originating from the United Kingdom or entering London from foreign locations.

Applying for DVS Permit

Find the star rating for your vehicle​

Find out the DVS star rating of your heavy goods vehicle (HGV) over 12 tonnes gross vehicle weight and apply for a permit if required.

Install the necessary equipment and signage​

Install a DVS Progressive Safe System (if your HGV DVS star rating is less than three)

Submit your application

Once you have completed the previous 2 steps, head back over to the TfL’s portal and start the DVS application for your HGV.

Penalties

Starting 26 October 2020, driving an HGV in London without a valid permit can result in a penalty charge notice (PCN) of up to £550. This amount is reduced to £275 if paid within 14 days, with a separate £130 fine for the driver.

TFL can also revoke or suspend a permit if a vehicle that has been granted a permit is later found to be in breach of the permit terms.

Direct Vision Standard 2024

In the 2024 Direct Vision Standard (DVS) changes, HGVs over 12 tonnes with safety ratings below 3 stars must install extra safety gear starting on October 24, 2024. This expands the scope from the previous 1-star requirement. As of October 27, 2024, all existing DVS permits become invalid, obliging 0 to 2-star-rated vehicles to upgrade to the Progressive Safe System. This system enhances driver visibility of vulnerable road users in blind spots, minimizes false alarms, and alerts both drivers and detected road users of potential risks. Notably, the new DVS mandates the detection of Vulnerable Road Users (VRUs) in front blind spots, known as Moving Off Information Systems (MOIS).

FORS Bronze

Fleet Witness provides all the equipment your business needs to comply with this Bronze FORS accreditation, and can come to your site and install this equipment as you require.

  • Class V mirror on nearside
  • Class VI mirror at front
  • Side under-run protection on both sides (except where impractical)
  • External markings to warn vulnerable road users.

FORS Silver

In order to achieve FORS Silver status, an initial Bronze accreditation must be obtained. The emphasis is then placed more heavily on ensuring physical safety of the vehicle, including the mandatory installation of specific equipment items listed below.

FORS Gold

All you need to know about Fleet Operator Recognition Scheme (FORS)

Bronze requirement V6 and Silver requirement S6 for vehicle safety equipment were revised at version 5 of the FORS Standard to align with the DVS Safe System improvements for right-hand drive vehicles. This means that Silver and Gold members with right-hand drive vehicles that are zero-star rated, but fitted with ALL safety equipment in accordance with V6 AND S6, meet the safety requirements to obtain a permit and do not need to fit additional equipment. However, all FORS members operating vehicles over 12 tonnes, regardless of their level of accreditation, must still apply for the HGV Safety Permit in order to drive in London.

CLOCS is a set of road safety requirements that the construction client expects within the supply chain – FORS is a quality standard for fleet operations that is recognised by the client.

FORS Approval is valid for twelve (12) months duration to ensure that all content remains valid and is updated with industry and legislative changes.

You can expect to receive your audit report and results within 10 working days from when the audit was conducted.

The new Direct Vision Standard (DVS) requires HGVs to install a Progressive Safe System Kit before October 2024 to operate in London.

What is Direct Vision Standard?

The Direct Vision Standard (DVS) is a safety regulation set by Transport for London (TfL) that requires Heavy Goods Vehicles (HGVs) weighing over 12 tonnes to have a permit to operate in Greater London. Established in March 2021, the regulation aims to enhance safety for all road users, including pedestrians, cyclists, and motorcyclists.

The Direct Vision Standard (DVS) focuses on the visibility of vulnerable road users (VRU) from the drivers view. The standard aims to reduce vehicle blind spots around a HGV where the level of risk to vulnerable road users is high. This includes pedestrians and cyclists near the vehicle’s blind spots. Starting in March 2021, HGVs over 12 tonnes must obtain a DVS permit to operate in the DVS Zone, with some exceptions. Failure to comply can result in a penalty notice from TfL.

Direct Vision Standard (DVS) Requirements

To obtain a DVS Safety Permit, the requirements depend on your vehicle’s star rating. Starting from March 2021, vehicles with a star rating between 1 and 5 can get a permit without any changes. However, vehicles with a 0-star rating must install a Safe System before they can qualify for the Safety Permit.

DVS permits are free and valid until 27th October 2024. The Direct Vision requirements will change in October 2024. From 24 June 2024, vehicles with a star rating between 3 and 5 can get a permit without additional modifications. Those with a rating of 0 to 2 stars must install a Progressive Safe System to be eligible for a Safety Permit. All existing DVS Safety Permits will expire at midnight on 27th October 2024. After that, every vehicle over 12 tonnes must reapply for a Safety Permit. Any vehicle rated between 0 and 2 stars must have a Progressive Safe System installed, even if it had DVS equipment or a permit before this date.

Direct Vision Standard 2024 (DVS 2024)

Starting October 28, 2024, heavy goods vehicles (HGVs) over 12 tonnes with a star rating below 3 will need to install extra safety equipment. This change is part of the Direct Vision Standard (DVS) updates, which previously focused on vehicles with a star rating below 1. After October 27, 2024, all existing DVS permits will be invalidated, requiring HGVs with a DVS rating of 0 to 2 stars to add new safety equipment to meet the updated Progressive Safe System requirements.

The updated DVS 2024 emphasises broader coverage of blind spots.

The new system has been designed to increase driver visibility for vulnerable road users (VRUs) in blind spots and to minimise false alerts. Warnings should be triggered by active smart systems only when there’s a genuine risk to pedestrians or cyclists. Street signs, street furniture, and other vehicles are not to trigger responses. Detection zones are set up around the vehicle, with alerts triggered inside the cab for drivers and outside for VRUs in danger zones. A key change from the current DVS standards is the need to detect VRUs in front vehicle blind spots, known as Moving Off Information Systems (MOIS).

The Progressive Safe System aligns with other regulatory schemes, including existing and upcoming standards from the European Union and the United Nations Economic Commission for Europe (UNECE). Fleet Witness’s Progressive Safe System is built to meet UNECE Regulation 151 on Blind Spot Information Systems (BSIS) and UNECE Regulation 159 on Moving Off Information Systems (MOIS). The system meets all DVS 2024 compliance requirements and is currently available either as a supply-only product or with nationwide installation by our certified engineers.

The Minimum Direct Vision Standard 2024 (DVS) star rating will soon be increasing.

DVS Star Rating for HGV Vehicles.

All Heavy Goods Vehicles (HGVs) over 12 tonnes are assigned a safety star rating by their manufacturers. The ratings range from 0 to 5 stars, with 0 stars indicating the lowest level of safety. A 5-star rating represents the highest level of safety. These ratings reflect the amount of visibility a driver has from the cab window. The star rating indicates the level of risk to vulnerable road users near the vehicle.

By 2024, all vehicles with fewer than 3 stars must install a DVS Progressive Safe System to comply with new safety regulations.

Progressive Safe System

An active blind spot information system (BSIS) must be installed on the nearside of vehicles to alert drivers about nearby vulnerable road users. The sensors should not react to roadside fixtures or stationary vehicles. In articulated vehicles, sensors should be strategically placed on the tractor unit. This placement should cover the nearside without being triggered by the trailer itself.

A moving-off information system (MOIS) must be installed at the front of the vehicle. This system uses a camera monitoring system to alert the driver to vulnerable road users. This system should activate when the vehicle is stationary and escalate the alert if the vehicle is about to move off. A visual signal showing the vulnerable road user in the front blind spot, along with an audible alarm, should be given if a collision becomes imminent.

Current requirements for Class V and VI mirrors, audible manoeuvring warnings, side underrun protection, and external pictorial stickers remain mostly unchanged.

Understanding the DVS rating score system

The score system is based on the drivers direct visibility whilst sat in the driving seat. If your vehicle scores zero stars then you will be required to fit a Safe System. As you can see below most trucks currently on the road will fall into this category.

Applying for DVS Permit

Find the star rating for your vehicle​

This is the first step in determining the equipment you will need. You can contact your vehicle manufacturer for assistance. Alternatively, you can send us a fleet list, and we’ll handle it for you at no cost.

Install the necessary equipment and signage​

Over the last 2 years, Fleet Witness has designed and tested our own Blind Spot Detection kit. We have assembled packages that range from the minimum needed for DVS compliance to more comprehensive solutions. These advanced options offer a better return on investment for your fleet.

DVS Application

After installing your equipment, you will need to provide photos and complete the application form. If Fleet Witness has installed the equipment, we will provide photos to document the installation. We will also assist in preparing your HGV Safety Permit application for submission to Transport for London.

Penalties

Starting 26 October 2020, driving an HGV in London without a valid permit can result in a penalty charge notice (PCN) of up to £550. This amount is reduced to £275 if paid within 14 days, with a separate £130 fine for the driver.

TFL can also revoke or suspend a permit if a vehicle that has been granted a permit is later found to be in breach of the permit terms.

What is a Safe System?

A Safe System includes a set of vehicle safety measures added after manufacture. These measures are designed to reduce the risks that HGVs pose to pedestrians and cyclists.

Is it a legal requirement?

Yes, it is unlawful to operate a HGV over 12T within Greater London since the 1st March 2021. Doing so could result in fines of up to £550 per day.

Does the side camera need to be recording?

No, the DVS doesn’t require the camera to record. However, since you’ve installed it, pairing it with a front-facing camera and having both record would be beneficial.

How do I obtain a permit?

You can apply to TfL, there is no charge for the application itself. Fleet Witness can help with this process.

Is the DVS scheme in place anywhere outside London?

No, not currently.

What happens if the Safe System equipment fails and I’m caught in breach of the permit scheme?

TfL has the ability to revoke Safety Permits if they find you are in breach of the conditions. Therefore, it is crucial that the system works correctly. Fleet Witness’ Blind Spot Detection kits feature a remote health check function. If the equipment is linked with one of our live platforms, it will notify you if a sensor fails.

How long does it take to have a vehicle installed with a Safe System?

The minimum equipment required will take 3-4 hours to install, depending on the vehicle.

Will I also qualify for FORs?

Yes, the equipment installed will also be relevant for FORs silver certification but only if a reverse alarm is also present.

New policy enforces vehicles operated at Gatwick Airport to be equipped with suitable Geo Tagging and Telematics systems.

Nominated vehicles, self-propelled motorised equipment, and other equipment as made aware by the company and operated by the operator at the airport must be outfitted with appropriate Geo Tagging and Telematics systems. Furthermore, for motorised vehicles, the solution must enable access monitoring via a driver swipe in system, which allows the company to identify the driver, so that any unauthorised use of equipment is discovered and reported, as well as auditing and user management capabilities.

Casper is a data management interface standard that can be used for geo tagging and telematics by providing a way to store and manage data. This data is then stored providing a tamper-proof and immutable record of the location and movements of assets or vehicles. The added security ensures that the data is protected from any unauthorised access. This makes Casper a powerful solution for managing location based data in industries such as transportation and logistics.

According to London Gatwick Airport’s new regulation, all vehicles will be required to keep thorough records of their position and movements. The policy applies to all eligible vehicles operated by the operator, regardless of whether the vehicles are owned or leased from a supplier or are in service through other means. The policy must be followed regardless of length of service.

Duty of Care

Although as we stated at the top of this article there is no actual specific legislative requirement to carry out daily vehicle checks on your LGV fleet – the employer does have a Duty of Care to ensure that all vehicles that are used for work purposes are safe and compliant.

Data from the DfT reveals that 3894 road traffic accidents between 2013 -2018 were caused by faulty brakes alone. The cumulative cost of an incident involving a vehicle being driven for work can be enormous, not merely the insurance premium increase, but the knock on costs of – driver injury, HSE involvement, fines, reputational effect, the list goes on.

A quick and easy check list undertaken daily can identify issues before they become a safety concern and can, where correctly undertaken and recorded, prove that correct process was undertaken thereby reducing the onus on the fleet operator
